Study to Curb Terrorism and Sectarianism in Pakistan: (period 1996 – 2001)
A sizeable population of trained freedom fighters and their collaborators after Afghan-Russia war were ignored and abandoned by consecutive four regimes General Zia-ul-Haq, Benazir Bhotto, Nawaz Sharif and General Musharraf and no sensible and or visionary solutions were analyzed or brought into consideration. None of the four regimes visualized the consequences of leaving these trained and brave tigers unchecked, unattended and unemployed. Neither were they disarmed nor were they brought under command of any force governed by Pakistan. In result of negligence of four chief executives of Pakistan those jihadis were hijacked by different terrorists groups, foreign intelligence agencies and their contractors after 9/11 incident. Some of the jihadis rejoined their parent organizations which are more or less sectarian or radical groups in the country.
In 1996 during a visit of a jail Mr. Mansoor met a prisoner who was imprisoned on charges of sectarian terrorism and was ex jihadi of Afghan war. He conducted a lengthy interview with him and figured out that all ex jihadis had to be under command of some force of Pakistan as employees. Therefore, he kept on interviewing such people in different parts of the country for a period of four years. He concluded his study and compiled a report about consequences of sectarianism and terrorism in Pakistan.

Further, he studied religious schools to reform their function and output and suggested for one syllabus for Islamic madrasas with a mixture of modern subjects. He sent his nineteen recommendations in year 2000 to cope this situation and how to eradicate terrorism and sectarianism to higher authorities. Upon submitting this report to the government; Pakistani intelligence agencies interrogated executives of Insaf Society. This interrogation was held by four officials of ISI and CID department headed by DIG, CID Mr. Tariq Pervez in September 2000.
Sectarian Differences and Killings:
Sectarian differences and so called enmity between sectarian fanatic groups has been running in most of Muslim countries for decades and no efforts have been made so far seriously by any of the organization to bring them on one platform. Insaf Society took up the matter in 2001 and convinced the ulemas from all of the sects to gather under one umbrella of International Islamic Human Right Commission that was welcomed by all of them. We scheduled one convention at Badshahi Mosque, Lahore but Musharaf government stopped us to form this commission due to the reason of tense relationship with USA in those years. We also requested deputy commissioner Lahore for a procession against sectarian killings but the government again did not allow us to do this noble mission. Today, foreign agencies are using this dispute as tool to create disturbance and unrest in Pakistan and in other Islamic countries.
